Select the desired course or classroom.

Expand the list to view its contents.

Select the checkbox and click on add to course button from bottom right corner

Configure the assessment details as required, then click Save.

Now, go back to the Courses view under the Learning section from the Instruct tab. The test should be visible for all the classes you selected.
